This publication, Department of the Army Pamphlet DA PAM 525-27 Military Operations: Army Emergency Management Program July 2020, provides the policies and procedures required for the establishment of a single, comprehensive, and integrated emergency management (EM) program on Army installations, facilities, and activities (hereafter referred to as installations), and associated off-installation areas (hereafter referred to as standalone facilities (SAFs)) subject to Army jurisdiction. The Army EM Program is responsible for all activities and operations related to preventing, protecting against, mitigating the potential effects of, responding to, and recovering from all multi-agency and/or multi-jurisdictional emergencies on or impacting Army installations and SAFs worldwide. The Army EM program functions within an all-hazards environment consisting of all natural, technological, human-caused hazards, including terrorism threats or incidents. The intent of the Army EM Program is not to replace existing, well-functioning single-agency and/or single-hazard-set programs, plans, or capabilities, but rather to integrate and synchronize these existing capabilities while coordinating the development of capabilities required for the transition to effective management of multi-agency and/or multi-jurisdictional emergencies regardless of cause. This publication further outlines specific exceptions and caveats for facilities not possessing organic emergency response capabilities. The Army EM Program synchronizes all emergency operations with an integrated operational concept coordinated with other protection programs.
