Editor Salminen (public management, U. of Vaasa, Finland) presents the first (presumably annual) EGPA Yearbook, based on a 2001 European Group of Public Administration conference in Vaasa, Finland. While some European nations are experimenting with the interactive potential of electronic networking, others are simply automating administrative processes. It's all part of a revolution, and the topics addressed in the workshops and in papers and reports from permanent study groups reflect the rippling implications of information and communication technology for government. A sampling of topics: the formation and stagnation of a health care network, labor and the politics of governance, modernizing public services, emerging practices in network management at local levels in Europe, and the management and delivery of justice.
