This variety of governments created different de grees of dependence on the crown. In the royal go vernment, to render a law valid, it was confiituttonally required that it {hould be ratified by the king; but the charterzgovernments were empowered to enact laws, and no ratification by the king was neceitary. It was only required that fuch laws fllould not be con trary to the laws of England. The charter of Con~ neélicu't was exprefs to this purpofe.
