This is the first comprehensive treatment of the law applicable to public utilities. It is described by the author as a great and important development of the common law. It is based on the transition from industrial freedom to regulation which preserves private interests by reconciling them with the public right, i.e., control of the rates and practices of the utilities for the public good.
