Preface Many families are affected by alcohol and drug usage. In the wake of national substance usage the government passed a law to help attempt to quell the use of substance dependency. What this law provided that manufactures, importers, pharmacists, and physicians prescribing narcotics be licensed. Legislation continued to be implemented to counter-act the rise of national substance abuse. Yet do to the abundance, some families are still affected and the children suffer the most.
