The goals of the program are to: 1. Establish changes to the prison situation for the benefit of prisoners, guards, prisoner's families, guard's Families, addicts, addict's families and all involved with prisons and addictions. 2. Establish new resources for those with addiction issues that are basic at the beginning. 3. Establish the benefits above through multiple efforts by families, businesses, non- profit groups and others interested in the benefits laid out in #1. 4. Provide a constant revenue neutral situation where cost sayings and cost acceleration avoidance for the institutions, governments and taxpayers of involved governments. 5. Supervision as needed.
