This United States Army manual, Army Regulation AR 600-85 The Army Substance Abuse Program July 2020, provides comprehensive alcohol- and drug-abuse prevention and control policies, procedures, and responsibilities for Soldiers of all components, DA Civilians, and other personnel eligible for Army Substance Abuse Program (ASAP) services. The comprehensive program is composed of integrated functions that include deterrence, drug testing, prevention and training, and substance use disorder (SUD) treatment. The Deputy Chief of Staff (DCS), G–1, Army Resilience Directorate (ARD) develops ASAP goals and policies, and directs ASAP operations. The ASAP's, deterrence, drug testing, and prevention and training are part of Installation Management Command (IMCOM), Army Material Command (AMC), Army National Guard (ARNG), and the U.S. Army Reserve (USAR) functional missions. The clinical care functional responsibility is referred to as Substance Use Disorder Clinical Care (SUDCC) and is integrated within the Behavioral Health System of Care (BHSOC).
This regulation governs the Army Substance Abuse Program. It identifies Army policy on alcohol and other drug abuse, and it identifies assigned responsibilities for implementing the program.
This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States when in Title 10 status (National Guard in Title 32 status should refer to chapter 15), U.S. Army Reserve, and Department of the Army civilian employees. Chapter 15 applies specifically to the Army National Guard of the United States, while chapter 16 applies to the U.S. Army Reserve. However, other chapters of the regulation apply to Soldiers of the U.S. Army Reserve and the Army National Guard, when indicated. Chapter 5 applies to Department of the Army civilian employees. Chapter 6 applies to Department of the Army civilian employees, Family members, and military retirees.
