This regulation, Army Regulation AR 71-9 Force Management: Warfighting Capabilities Determination August 2019, prescribes policy and responsibilities for commands and agencies that determine the required capabilities for warfighting. It implements guidance in DODD 5000.01 and DODI 5000.02. Also, it implements other capabilities requirements documents, analysis, and capability development products as re-quired in Chairman of the Joint Chiefs of Staff Instruction 5123.01H and the Manual for the Operation of the Joint Capabilities Integration and Development System. This Army regulation emphasizes the linkage of force modernization planning, coordination, integration, and execution of materiel and non-materiel warfighting capabilities determination in support of combatant commands. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated.
