On the basis of social-constructivist approaches to norm socialization, this study explores the challenges of norm implementation regarding violence against women in Turkey. By means of expert interviews conducted in various cities in Turkey and using the method of qualitative content analysis, the volume focuses in particular on the interaction of state and non-state actors in order to explain these challenges. In the context of legal changes addressing violence against women the study focuses on the interaction of implementers by asking if and how their interaction has changed during the last years and which factors promote or impede the interaction and implementation of legally binding norms.
