Mahmood, who is not identified, analyzes the regime of General Musharraf, who ousted the Nawaz Sharif government of Pakistan in October 1999 and returned the military to power after 13 years of frail democracy. After reviewing the political history of the country briefly and identifying external challenges, he examines the internal challenges of public accountability; economic decline, poverty increase, and unsustainable development; a fragile political system; and dysfunctional public services. The study was completed before the Musharraf's new support from the US in late 2001.
