The State Grand Council of the U. L. A. For Illinois, met at Springfield, Wednesday, Sept. 2d, A. D. 1863, pursuant to Art. IV, Sec. 2, of the Constitution, and was opened in due form by Hon. Mark Bangs, State Grand President, and with prayer by Rev. George I. King, of Quincy.
Upon roll call by the Grand Secretary, the following officers were found to be absent.
