Excerpt from Serious Policy and Management Problems; Transition Recommendations and High Risk Reports: Hearing Before the Committee on Governmental Affairs, United States Senate, One Hundred Third Congress, First Session; January 8, 1993
The Internal Revenue Service continues to have problems with receivables, and they are working on it. We are hoping that they can get on top of that more in the future.
We have the other programs, but I would say on balance the high risk series, both what omb has been doing and what we have been doing this past year, has been achieving some progress. In other words, the agencies do not want to be on this high risk list; they want to get some of their problems behind them, and we see some progress. It does show, though, how difficult it is sometimes in these large Government agencies to make up for a lot of neglect over the years. It takes a number of months and years to really get on top of these problems.
