Most efforts to understand communist states tend to begin by focusing on the apex of the ruling party-politburos, central committees, national ministries an the core political futures of communist systems are not, however, determined at that level. Instead, as this book portrays, political life in communist states can be seen most accurately not from the top down but by adopting a focus on mass political behavior.
