In the two and one-half years since Barack Obama was sworn in as President, the Environmental Protection Agency (EPA) has proposed and promulgated numerous regulations implementing the pollution control statutes enacted by Congress. This book discusses the concerns raised about the cost and potential impact of regulations under development at the EPA that would impose new requirements on coal-fired power plants and coal combustion waste disposal.
