The U.S. government has invested more than $5 billion since 2009 in GPS and provides GPS service free of direct charge to users worldwide. As shown in figure 1, GPS consists of the space segment, the groundcontrol segment, and the user segment. The U.S. Air Force develops, maintains, and operates the space and ground-control segments.
