After her brother was kidnapped by her dad at 7 years old, 9-year-old Emma Kimasaki finds The Casino, where she meets a strange man named Kuragari that explains her ability to control electricity to her and trains her to become a villain. There, she meets another villain who can control fire. 7 years later, after her mom was shot by a mysterious intruder, Emma meets the new kid at Ushida High School, who's also the new laughing stock of the school. The fire villain eventually goes completely insane and Emma comes to learn that they're the same person. Tokyo only gets more chaotic from there. What's going to happen next?
