President Alan Alexander had dodged Federal and Local Authorities for several murders and had managed to avoid impeachment due to luck associated with changes in the makeup of Congress due to mid-term elections. He had removed these authorities from their agency and bureau jobs and put contracts out on them with one of his secret combinations – a large, well-funded, multi-national corporation by the name of Standard Networks and Services.
